Job Brief

The Mobile Humanitarian Access Support Implementer will therefore work closely with the Humanitarian Access Advisor and provide direct support to MSF project teams in our countries of operations.

Mobile Humanitarian Access Support Implementer

9-month contract with possibility of extension based on funding / priorities

70% country programme based

(candidates from all countries with MSF contracting offices will be considered, and the local salary grid will apply)

Purpose of the job:

Driven by the changing humanitarian landscape and increasing political, social, legal, administrative, security, and physical barriers, Humanitarian Access is increasingly complex and at stake. The countries of operations, and with that our activities, are increasingly confronted by complex access problems of different nature: access of people to medical services are under fire especially for neglected and excluded populations with compounded vulnerabilities who are in the center of our objectives to assist. Increased political, social, legal, administrative, security, and physical barriers prevent populations from meaningfully and effectively accessing impartial medical humanitarian assistance.

The Mobile Humanitarian Access Support Implementer will therefore work closely with the Humanitarian Access Advisor and provide direct support to MSF project teams in our countries of operations. The postholder will also contribute to the design of trainings and tools as well as workshops/trainings and coaching/mentoring in person or online to support our field teams in elaborating their contextualized negotiation strategies, with a strong focus on locally recruited teams.

Your responsibilities include, but are not limited to:

Support the Countries of Operations

• Provide direct support, as requested by field teams, to project teams facing particularly complex access challenges or difficult negotiations.

• Provide specific support on actor mapping and development of adapted negotiations strategies where necessary.

Coordination and management

• Monitor engagement and negotiation strategies developed with teams in the field and ensure sharing and cross-fertilization amongst teams from different locations with common challenges.

Learning and Development

• Contribute to organizational learning, knowledge sharing, and peer exchange about Negotiated Access.

• Ensure the implementation and deployment of the learning offer on Negotiations, with particular priority to the Advanced Humanitarian Negotiations Course.

• Contribute to the design of e-learning trainings (self-learning and webinar/virtual class)

• Capture lessons learned and best practices on humanitarian negotiations across MSF interventions.

Candidate Profile:

Required:

• At least 5 years of experience in operations management in international humanitarian assistance.

• Previous MSF experience, preferably in operational management (Project Coordinator, Emergency Coordinator, Head of Mission) is highly preferable. Other profiles with strong operational experience ( MedCo , MTL, LogCo , etc ) will also be considered.

• Experience working in conflict settings or high-risk environments.

• Experience in context analysis, threat and risk analysis, and a good understanding of risk management in humanitarian operations.

• Experience in negotiating and interacting with NGO, governmental & military authorities.

• Good understanding of the humanitarian system and trends affecting humanitarian access.

• Excellent writing, editing and analytical skills. Excellent command of written and spoken English and French.

• Willingness and availability to spend up to 70% of the year in country programs.

• Readiness to be deployed on short notice to country programs.

Desirable:

• Experience on facilitation of trainings and Communities of Practice.

• Fluency in an additional language, Arabic/Spanish being of particular relevance .

Specific accountabilities:

• Traveling to support different country programmes according to operational priorities.

• 70% of time to be spent in the field to support operations in country of operations.

• Ability to travel to all Operational Centre Amsterdam country programmes .

We offer

A nine-month employment contract in the country of residence (with an MSF contracting office), based on 40 hours per week.

This position is a level 13 in the IRFFG grid (Project Coordinator / Deputy Head of Mission level). Your exact salary will depend on relevant work experience and the local office salary grid. Other employment benefits will depend on the contracting office.
